The boat is slowly moving forward and the mooring is deployed "head first". First a series of top floats are released in to the water and they drag along behind the boat. Then the instrument follows (in this case the white tube). Finally the anchor is deployed. When all of this is in the water and the ship is passing above the desired location, the anchor is released and the mooring sinks in to the depths.
